Summary
The Financial development of Russia in the first decade of the 19th century in light of its peculiarities should be analyzed against the background of the erratic internal economic and international situation. The financial plans developed by M. Speransky and D. Guryev were aimed at stabilizing the public financial system, reducing the budget deficit, decelerating inflation, withdrawing devaluated notes, and reforming credit institutions. All of the above mentioned measures favored not only the development of the economy, but also provided a foundation for future reforms.
